Regional Malaria Coordinator, East African Community (EAC) Region
Michael currently heads the Malaria Unit at the EAC secretariat, and he coordinates the EAC Malaria and Neglected Tropical Diseases (NTDs ) response . He has successfully implemented and led programmes at both national and regional level, demonstrating expertise in dealing with complex public health issues in under integration in East Africa. He has supported technical cooperation and partnerships in health at both regional and national level , and successfully worked with Regional Bodies; international and local partners; the private sector in shaping national and regional policy on various health sector areas ranging from HIV and AIDS; Sexual and reproductive health, Maternal Health, Health financing, among others. In this, he has garnered political support at heads of State and Ministers of Health level in the region. He demonstrated expertise in mobilizing and resolving complex challenges in the region.
Michael is a Medical Doctor, with training research methods and Health Services Management with extensive experience in resource mobilization, proposal development for grants, domestic financing approaches, managing partnerships at all levels, including national, regional and international levels
Michael has provided leadership to the team in the health department, and has coordinated regional health, HIV and AIDS, maternal, child and Adolescent Health portfolio for over 10 years at the EAC Secretariat. He has mentored and provided technical guidance to EAC health department staff, spearheading development of relevant regional policies, guidelines standards, Standard Operating Procedures and key strategic documents, resource mobilization and capacity development, geared towards provision of sustainable comprehensive health services in the region. In the immediate past he coordinated the overall EAC COVID 19 Response, coordinating international and local-partners, Various EAC sectors, partners States to implement the EAC COVID -19 response plan.
Early in his career, he participated in the establishment and operationalization of the Joint Clinical Research Centre Kakira Regional Centre of Excellence (RCE) in Care, Treatment and support, run in collaboration with the International AIDS Vaccine Initiative (IAVI), USAID and other local and international organizations, in Jinja District.
Michael holds a Master in Public health Methodology from the free university of Brussels (ULB) Belgium, A Diploma in Health Systems Management from University of Galilee, in Israel; an Advanced Diploma In Health Services Management (ADHSM) from Mbarara University of Science and Technology, in Uganda and A Bachelor of medical and Bachelor or surgery (MBchB) from Makerere university, Uganda.
